1. Organizers:
IPCA (International Physically Disabled Chess Association), Spanish Chess Federation (FEDA), Chess School “TORREvieja”, Chess Club “Dama Negra”.
Organizing Committee Members: FM Svetlana Gerasimova – IPCA President, IM Andrei Gurbanov – 1 st IPCA Vice President, Patricia Claros Aguilar – President of the Chess Club “Dama Negra”, Aleksandr Nazarov – Director of the Chess School “TORREvieja”.

4. Venue and date

  • The championship will be held in “Hotel Servigroup La Zenia****s”, Torrevieja, Spain
  • 17th – 27th October 2021 (17th October – arrival day, 27th October – departure day).

5. Participation
The physically disabled chess players – men, women and juniors (boys, girls) 2001 year of birth and younger (including players in wheelchairs) with the disability group in the player’s country
but not less than 50% physical disability. All players must submit the appropriate Medical Certificate of disability for the IPCA Medical Committee before the competition.

6. Anti-COVID-19 rules
Before travelling to Spain the participants should get to know the valid anti-COVID-19 conditions for the entry to Spain on the website https://spth.gob.es The anti-COVID-19 rules for the entry to Spain applied in time of publication the Regulations, (Attachment No. 1).  In the hotel and in the playing hall there will be applied the anti-COVID-19 conditions. The anti-COVID-19 rules during participation in the chess competition, (Attachment No. 2).

7. Playing system and time control
Swiss system in 9 rounds according to FIDE rules of Chess. Pairing by program SwissManager. Time control: 90 minutes per game plus bonus 30 seconds per each move.

8. Additional scoring system
In case of equal number of points will be used the following additional scoring system:
1) Median Buchholz, 2) Buchholz, 3) Direct result.

10. Prizes in championship

1st place – 700 EUR
2nd place – 500 EUR
3rd place – 300 EUR
4th place – 200 EUR
5th place – 150 EUR
6th place – 100 EUR

Women prizes
1st place – 300 EUR
2nd place – 200 EUR
3rd place – 100 EUR

Cups, medals and diplomas in followings categories: the general classification, women, men and women in wheelchairs and boy-juniors and girl-juniors. Awarding in the categories will be take
place with participation at least 5 players. Winner among men, women and players in wheelchairs obtain the right of participation in IPCA team at the FIDE World Chess Olympiad 2022.

11. Registration to the championship and visas

  • Registration to the 20th IPCA World Individual Chess Championship 2021 on website: https://ipcachess.org until 15th September 2021.
  • Participants of the championship are responsible for obtain of the visas to Spain if it is needed. For assistance with Visa arrangement please contact Aleksandr Nazarov, e-mail:

  • For the visa you should provide the following information from Passport: 1) Surname and Name(s), 2) Citizenship, 3) Date of birth, 4) Passport number, 5) Passport
    expiry date, 6) Position (player, assistant, coach or another accompanying person).

13. Transport
There will be arranged the transport from Alicante airport to hotel and back.

14. Payments

  • For participation of player or accompanying person – 650 EUR per person (Payment includes accommodation in double room and full board).
  • Accommodation in double room with the sea view and full board – 710 EUR per person,
  • Accommodation in single room and full board – 890 EUR per person,
  • Accommodation in single room with the sea view and full board – 950 EUR per person,
  • Transport of participants from airport to hotel and back – 50 EUR per person.

The participation costs should be paid on the Bank account of the organizer not later than 15th September 2021. The payment by bank transfer must be made on the IPCA website after the final registration. In special cases there will be possible of payment in cash in the arrival day.

15. Additional information

  • The 20th IPCA World Individual Chess Championship 2021 will be played according to the FIDE rules in force since 01.01.2018 and the Chess rules for the physically disabled people.
  • The player who arrives at the round with a delay of more than 30 minutes after the start of the round, loses the game.
  • The decisions of the Chief arbiter during the competition are final.
  • In all matters not included in that Regulations decides the organizer of the championship.
  • For the capacity of the player to participation in the championship, as well as for his insurance are responsible the delegating organizations.
  • The representatives of the IPCA National Federations who have got a mandate to represent their countries will participate in the 27th IPCA Congress in Torrevieja, Spain on 22nd October 2021, 9.00 – 12.00.

ATTACHMENT No. 1
THE ANTI-COVID-19 RULES FOR THE ENTRY TO SPAIN The anti-Covid conditions for the entry to Spain All citizens arriving in Spain (regardless of age) before departure must fill out a special form on the website https://spth.gob.es and confirm that in case of symptoms of respiratory infection, the citizen undertakes to observe in the self-isolation regime and will inform the competent medical organizations about the disease by phone. After filling out the application, a QR code will be generated, which must be presented to the employees of the Spanish competent authorities upon arrival at Spanish airports in electronic form (paper questionnaires are not allowed). For the convenience of citizens, it is possible to install the “Spain Travel Health” application on a mobile device (available in the Apple Store and Google Store) and fill out a form in this application. From the 7th June 2021, at the check-in at the departure airport, it is allowed to provide:

  • RT-PCR (Reverse Transcription Polymerase Chain Reaction).
  • TMA (Transcription-mediated Amplification).
  • Antibody test.
  • Other tests based on equivalent molecular methods, such as RT-LAMP.

The test must be performed no earlier than 48 hours before the arrival time in Spain.

THE ANTI-COVID-19 RULES DURING PARTICIPATION
IN THE CHESS COMPETITION
(Sanitary Protocol)

The anti-Covid conditions for participation in the chess competition In order to guarantee the health of the participants of the competition organized by the IPCA, there will be observed the recommendations of the health authorities, the FACV Protocol and this Sanitary Protocol. Before entering the playing hall, they must fill out a web questionnaire of the FACV COVID19 Protocol. In the questionnaire, it asks if they had close contact with a COVID-19 patient. We consider close contact to 15 minutes without keeping distances and without face masks.

1. Participants will be at the entrance of the playing hall half an hour before starting of the round, maintaining a social distance. Only the organizers, players and their assistants will
be allowed to enter at the playing hall.
2. The organizers will have a list of participants who attend, as well as their basic data.
3. The safe distance of the participants will be 1,5 meter.
4. The entrance to the playing hall will be prohibited in the case of presenting symptoms compatible with Covid-19, during being in a quarantine period or in preventive isolation.
5. Before entering the playing hall, for the participants will be taken the temperature.
6. Before entering the playing hall, the participants will wash their hands with water-alcohol gel.
7. The use of a mask FFP2, N95 or FFP3 will be mandatory for all people in the playing hall, with the correct use of a good seal of the mouth and nose.
8. Players should not shake hands before or after the game. Before each game, the players will wash their hands.
9. Each player will sign only his own form. At the end of the game, players will raise their hands to warn the referee and wait for him to write down the result.
10. It is prohibited an eating in the playing hall and exchanging objects. You can drink from your own bottle but not face to face with an opponent.
11. It is recommended that participants do not bring backpacks or other items. If the player bring them, they will be stored in the area allowed for this purpose.
12. Before starting the activity, the boards, the pieces, and the clocks must be disinfected.
13. The mobility of the participants in the playing hall during the competition will be as small as possible, only in their playing area.
14. To go to the toilet, player need to ask the arbiter about permission, for avoiding accumulation in it. Player will be instructed to wash their hands before and after (visually, when he are sitting down again) to gain access to the toilet.
15. There will be provided a ventilation of the playing hall with as many open windows as possible.
