Organizers:
IPCA (International Physically Disabled Chess Association), Armenian Chess Federation, Chess Academy of Armenia, Gyumri Municipality, Armenian National Paralympic Committee.

Venue and data:
The championship will be held in Black Fortress, Gyumri from July, 19th (arrival day) until July, 28th (departure day)

System & Rate of play:
The championship will be held in Swiss system, in 9 rounds according to FIDE Rules of Chess. The pairing will be done by the program Swiss Manager.

Time control: 90 minutes plus 30 seconds per move.
In addition to the main tournament there will be Blitz World Championship.

Tie-Break System:
In case of equal number of points will be used the following tie-breaks: Buchholz Cut 1, Buchholz Cut 2, Buchholz (full), Direct result

Participation:
The physically disabled chess players (including users of wheelchairs) – men, women and juniors (boys and girls, 2004 year of birth and younger) with the group or level of recognized disability in the player’s country but not less than 50% physical disability. All players must submit the appropriate Medical certificate of disability for the IPCA Medical committee before the competition.

Schedule:

Cups, medals and diplomas will be awarded in the following categories: the open and women categories, men and women in wheelchairs categories, boy-juniors and girl-juniors categories.

Registration to the 23rd IPCA World Individual Chess Championship 2024 on the website: ipcachess2024.chessacademy.am until 1st July 2024,
Participants of the championship are responsible to obtain visas for Armenia if required. For assistance with Visa arrangement please contact the IPCA by e-mail: ipcachess2024@gmail.com and provide your following information:
Surname and name(s) (as in passport), 2) Citizenship, 3) Date of birth, 4) Passport number, 5) Passport expiry date, 6) Function (player, accompanying person).

Hotel and Meals:
Accommodation in double and single rooms in “Araks” Hotel, Gorki Street 25, 3104 Gyumri, Armenia.
Accommodation in double and single rooms in “Gyumri” Hotel, 5 Garegin Nzhdeh Avenue Garegin Nzhdeh 5/10, 3101 Gyumri, Armenia.
Full board /from dinner on 19th July to breakfast on 28th July 2024/.
Gyumri is located 8km from Shirak airport and 120 km from Zvartnots airport.

The tournament organizer provides the paid transport for the participants from the airport to the hotel in Gyumri and vice-versa.
*The tournament organizer is responsible for everyday transfer from hotel to tournament venue and vice-versa.

Payments:
For players and accompanying people – 470 EUR per person (payment includes accommodation in single room and full board in “Araks” Hotel).
For players and accompanying people – 340 EUR per person (payment includes accommodation in double room and full board in “Araks” Hotel).
For players and accompanying people – 470 EUR per person (payment includes accommodation in single room and full board in “Gyumri” Hotel).
For players and accompanying people – 360 EUR per person (payment includes accommodation in double room and full board in “Gyumri” Hotel).

Organizational fee for players and accompanying people /included transportation from any airport to the hotels and back/ – 100 EUR per person.
The participation costs should be paid to the bank account of the organizer not later than 1st of July, 2024.

Additional information:
The 23rd IPCA World Individual Chess Championship 2024 will be played according to the FIDE Rules in force since 01.01.2023 and the Chess rules for the physically disabled people.
The player who arrives at the round with a delay of more than 30 minutes after the start of the round, loses the game. The decisions of the chief arbiter during the competition are final.
An appeal should be filed not later than 30 minutes after the end of the round.

In all matters not included in that communication decides the organizer of tournament. For the capacity of the player to participation in the tournament, as well as for his insurance are responsible delegating organizations.
