    1. Organizers: IPCA (International Physically Disabled Chess Association), Spanish Chess Federation (FEDA), Chess School “TORREvieja”, Chess Club “Dama Negra”.

    Organizing Committee Members: IM Andrei Gurbanov – IPCA President, Patricia Claros Aguilar – President of the Chess Club “Dama Negra”, Aleksandr Nazarov – Director of the Chess School “TORREvieja”.

    4. Venue and date<

    • The championship will take place at Hotel Playas de Torrevieja ***, Calle del Cabo, s/n, Torrevieja (Alicante), 03188, Spain.
    • 16th – 21st October 2023 (16th October – arrival day, 21st October – departure day).

    5. Participation
    The directory board of IPCA reserves the right to make the final decision in regards to the participation of each individual player, taking into consideration the percentage of physical
    disability of each case individually.
    All players must submit the appropriate Medical Certificate of disability for the IPCA Medical Committee before the competition.
    6. Playing system and time control
    Swiss system for Rapid – 11 rounds according to FIDE rules of chess.
    Swiss system for Blitz – 13 rounds according to FIDE rules of chess
    Pairing by program Swiss Manager.
    Time control for Rapid: 15 minutes per game plus bonus 10 seconds per each move.
    Time control for Blitz: 5 minutes per game plus bonus 3 seconds per each move.
    7. Additional scoring system
    In case of equal number of points will be used the following additional scoring system:
    (1)Median Buchholz (2)Buchholz (3)Direct result.
    8. Schedule

    9. Prize Fund 2500 EUR
    Cups, medals and diplomas in followings categories: the general classification, women, men and women in wheelchairs and boy-juniors and girl-juniors. Awarding in the categories will be take
    place with participation at least 5 players.
    10. Registration to the championship and visas

    • Registration to the 3rd IPCA World Individual Rapid and Blitz Chess Championship 2023 on website: http://ipcachess.org until 25th September 2023.
    • Participants of the championship are responsible for obtaining the visa to Spain if needed. For assistance with Visa arrangement please contact Aleksandr Nazarov, e-mail:b ipca.ajedrez@gmail.com
    • For the visa you should provide the following information from Passport:
      1) Surname and Name(s), 2) Citizenship, 3) Date of birth, 4) Passport number, 5) Passport expiry date, 6) Position (player, assistant, coach or another accompanying person).

    11. Accommodation and meals

    • Accommodation in double / single rooms and meals in hotel: Hotel Playas de Torrevieja ***, Calle del Cabo, s/n, Torrevieja (Alicante), 03188, Spain, https://hotelplayasdetorrevieja.com/
    • Full board from dinner on 16th October to breakfast on 21st October 2023.

    12. Transport: There will be arranged transport from Alicante airport to hotel and back
    13. Payments

    • For participation of player or accompanying person – 400 EUR per person (Payment includes accommodation in double room and full board).
    • Transport of participants from airport to hotel and back – 70 EUR per person.

    The participation costs should be paid on the Bank account of the organizer not later than 25th September 2023. The payment by bank transfer must be made on the IPCA website after the final registration. In special cases there will be possible of payment in cash in the

    14. Additional information

    • The 3rd IPCA World Individual Rapid and Blitz Chess Championship 2022 will be played according to the FIDE rules in force since 01.01.2018 and the Chess rules for the physicallydisabled people.
    • The player who arrives at the round with a delay of more than 15 minutes for rapid (3 minutes for blitz) after the start of the round, loses the game.
    • The decisions of the Chief arbiter during the competition are final.
    • In all matters not included in that Regulations decides the organizer of the championship.
    • For the capacity of the player to participation in the championship, as well as for his insurance are responsible the delegating organizations.
