REGULATIONS

22nd IPCA World Individual Chess Championship 2023 (pdf)

1. Organizers: IPCA (International Physically Disabled Chess Association), The Vojvodina Chess Federation, Sports Authority of Zrenjanin Municipality, Hajduk –Curug Chess Club,
Organizing Committee Members: GM Sinisa Drazic – Championship manager,
IM Andrei Gurbanov – IPCA President, Mr. Rakulj Stanislav – executive manager,
FM Remecki Sinisa – public relations, prof. Sasa Adamovic, FM Danko Bokan.

2. Venue and data:
The championship will be held in Hotel “Kastel Ecka ”, Ecka ,near Zrenjanin, 58km from
airport Belgrade from June, 12th (arrival day) until June, 22nd (departure day).

3. System & Rate of play:
Swiss system in 9 rounds according to FIDE Rules of Chess. Pairing by program SwissManager. Time control: 90 minutes plus 30 seconds per move.
In addition to the main tournament there will be two more tournaments – Rapid & Blitz.

4. Tie-Break System:
In case of equal number of points will be used the following tie-breaks:
1) Median Buchholz, 2) Buchholz, 3) Direct result.

5. Participation:
The physically disabled chess players (including users of wheelchairs) – men, women and juniors (boys and girls, 2003 year of birth and younger) with the group or level of recognized disability in the player’s country but not less than 50% physical disability. All players must submit the appropriate Medical certificate of disability for the IPCA Medical committee before the competition.

7. Prizes & Qualification:

Cups, medals and diplomas in the following categories: the open and women category, men and women in wheelchairs categories, boy-juniors and girl-juniors categories.
Winner among men, women and players in wheelchairs obtain the right of participation in IPCA men and women teams at the FIDE World Chess Olympiad 2024.

8. Registration to the tournament and visas:

  • Registration to the 22nt IPCA World Individual Chess Championship 2023 on the website: https://ipcachess.org until 1st June 2023,
  • Participants of the championship are responsible for obtain of the visas to Serbia if it is needed. For assistance with Visa arrangement please contact the IPCA by e-mail:
    andrei.gurbanov@gmail.com and provide your following information:
    1) Surname and name(s) (as in passport), 2) Citizenship, 3) Date of birth, 4) Passport number,
    5) Passport expiry date, 6) Function (player, accompanying person).

9. Hotel and Meals:

10. Ecka is located 58 km from Belgrade airoport., If it is necessary, the tournament
organizer provides the paid transport for the participants from the airport in Belgrade to the hotel in Ecka and back.

11. Payments:
For players and accompanying persons – 600 EUR per person (payment includes accommodation in double room and full board).
Transport of participants from airport to hotel and back – 80 EUR per person.

The participation costs should be paid to the bank account of the organizer not later than:
1st June 2023.

12. Additional information:

  • The 22nd IPCA World Individual Chess Championship 2023 will be played according to the FIDE Rules in force since 01.01.2018 and the Chess rules for the physically disabled people.
  • The player who arrives at the round with a delay of more than 30 minutes after the start of the round, loses the game.
  • The decisions of the chief arbiter during the competition are final.
  • An appeal should be filed not later than 2 hours after the end of the round.
  • In all matters not included in that communication decides the organizer of tournament.
  • For the capacity of the player to participation in the tournament, as well as for his insurance are responsible delegating organizations.
